About QuoVia
QuoVia is owned and operated by software engineer Jean Paul Jaspers. Over the past four decades, he has worked across CAD/CAM pattern systems, web and plugin architectures, and, since 2018, has been actively involved in blockchain and AI, with a consistent focus on modular design, DRY principles, and clear separation of concerns.

QuoVia has delivered production systems, including standardised plugin frameworks with centralised error reporting and update management, backend APIs for coordinating multiple sites, and integrations of local LLMs into existing business software. In parallel, we work on digital tools around Parkinson’s care, including a PGB (personal budget) administration application to support care and budgeting workflows.

We are building a from‑scratch blockchain layer for European digital sovereignty, providing three core capabilities:
– Self‑sovereign identity with W3C DID, eIDAS‑2‑aligned, post‑quantum‑secure, privacy‑preserving credentials.
– Portable reputation that can move across platforms to prevent vendor lock‑in.
– Tamper‑evident audit trails for content provenance, algorithmic decisions, and AI transparency to support DSA/AI Act compliance.

On‑device personal AI
Each user runs an encrypted Small Language Model (SML) locally, providing personalised assistance without exposing raw data. Interactions are identity‑bound, encrypted, and can be logged for regulatory‑grade accountability when needed.

Applications and technology
The infrastructure is designed for social, civic, and economic platforms that share identity, reputation, and audit mechanisms across interoperable services while remaining independently controlled. The stack uses Rust, Go, Zig, JavaScript, Python and related secure, modern languages, with modular, blockchain‑agnostic interfaces and a post‑quantum‑resistant core chain.

All outputs are developed as free and open‑source software under permissive licences (MIT/Apache 2.0), aligned with the digital‑commons focus of programmes such as the NGI Zero Commons Fund.

These tools are designed to enhance productivity while maintaining code quality and security.

Beyond development tools, we are pioneering the Quovia.ai ecosystem – a comprehensive AI-driven platform that combines blockchain technology with intelligent automation.
